Ryzen side: Get an R5 1600 and use the included air cooler for the price of that 1400 + low end AIO. Use DDR4 3000 memory. Coffee Lake i3s are a mess due to the Z370 situation, basically puts an $80 surcharge on budget builds and going i3-8350K makes no sense vs. getting 50% more cores on the locked i5, and it will make even less sense when you can put that i5 in a $50 H310 in January.
